Narrative:

Starting at XA00 local; we worked a SAPR2 operation. This procedure forces all phl arrs in and out of the class B. The requirement is then put on the controller to ensure the aircraft knows of this unsafe situation; but; has no method to contain these aircraft within the class B. FAA is aware that this situation exists at phl and as of yet; has taken no action to revise this procedure. We believe that this situation is unsafe and in direct violation of 7110.65 7-9-3.
