Narrative:
Aircraft struck by fuel truck while loading passenger. Notified dispatch and maintenance control. In conversation with maintenance control he asked if crew would ferry aircraft after the damaged area was taped with 'speed tape.' I declined. The aircraft was struck by a fuel truck that could weigh up to 80000 pounds if fully loaded with fuel. I find it curious that the crew would be asked to ferry this aircraft after speed tape only is applied. I would think a serious inspection of the aircraft would be needed after being struck by a 80000 pound object; not just have speed tape applied and sent on your way. Also I would not think it safe to fly the aircraft with 'speed tape' in drizzle and freezing rain that was the WX locally and en route to ZZZ at that time.

Title: A CRJ700 CAPT RPTS THE AIRPLANE WAS STRUCK AND DAMAGED BY A FUEL TRUCK. INTERIM REPAIR WAS MADE WITH 'SPD TAPE.' CAPT REFUSED REQUEST TO MAINT FERRY ACFT.
