Narrative:

On approach to runway 27 in bos we were cleared to join the localizer for runway 27. Approximately 20 mi out we were cleared to slow to 190 KTS. At 215 KTS I called for flaps 8 degrees. After the first officer selected the flap lever to 8 we received the flaps fail caution message. Looking at the flap indicator they had failed at zero. We ran the QRH procedures and requested vectors for runway 22L which gave us an additional 3000 ft of landing runway. Since we were so close to the approach I opted not to call maintenance and focus on getting the aircraft prepared for landing on the new runway. We were cleared for the visual to runway 22L and we landed without incident. At the time I chose not to declare an emergency. I determined that it was an abnormal situation not necessarily an emergency situation. However; if we had encountered complications after landing we would possibly have required assistance so in retrospect; I should have declared an emergency.

Title: CRJ-200 FLT CREW HAS A FLAP FAILURE DURING APCH TO BOS.

Narrative: ON APCH TO RWY 27 IN BOS WE WERE CLRED TO JOIN THE LOC FOR RWY 27. APPROX 20 MI OUT WE WERE CLRED TO SLOW TO 190 KTS. AT 215 KTS I CALLED FOR FLAPS 8 DEGS. WE RAN THE QRH PROCS AND REQUESTED VECTORS FOR RWY 22L WHICH GAVE US AN ADDITIONAL 3000 FT OF LNDG RWY. SINCE WE WERE SO CLOSE TO THE APCH I OPTED NOT TO CALL MAINT AND FOCUS ON GETTING THE ACFT PREPARED FOR LNDG ON THE NEW RWY. WE WERE CLRED FOR THE VISUAL TO RWY 22L AND WE LANDED WITHOUT INCIDENT. AT THE TIME I CHOSE NOT TO DECLARE AN EMER. I DETERMINED THAT IT WAS AN ABNORMAL SITUATION NOT NECESSARILY AN EMER SITUATION. HOWEVER; IF WE HAD ENCOUNTERED COMPLICATIONS AFTER LNDG WE WOULD POSSIBLY HAVE REQUIRED ASSISTANCE SO IN RETROSPECT; I SHOULD HAVE DECLARED AN EMER.
