Narrative:
Airspace southeast of chicago; ZAU airspace; had been changed. Many stars and procedures have changed also. I was working the logan sector; #34; for 2 hours; during which there was an extreme amount of traffic entering that sector. There were no flow initiatives put in for mke inbounds or dtw inbounds by traffic management. The sector as a result went 'red' -- too many aircraft in the sector in order to be managed safely. Traffic management and ZAU management have made very poor decisions regarding the new procedures and airspace changes. Too many aircraft are now being routed into an already busy sector and flow/management are doing nothing to flow the traffic; rerte traffic; or make changes to a dangerous situation that has developed. In order to correct this situation; more productive flow programs need to be developed to control the mke rush and the dtw rush; or possibly the mke traffic should be rerted to a different route to circumvent the logan (and fwa) sectors.

Narrative: AIRSPACE SE OF CHICAGO; ZAU AIRSPACE; HAD BEEN CHANGED. MANY STARS AND PROCS HAVE CHANGED ALSO. I WAS WORKING THE LOGAN SECTOR; #34; FOR 2 HRS; DURING WHICH THERE WAS AN EXTREME AMOUNT OF TFC ENTERING THAT SECTOR. THERE WERE NO FLOW INITIATIVES PUT IN FOR MKE INBOUNDS OR DTW INBOUNDS BY TFC MGMNT. THE SECTOR AS A RESULT WENT 'RED' -- TOO MANY ACFT IN THE SECTOR IN ORDER TO BE MANAGED SAFELY. TFC MGMNT AND ZAU MGMNT HAVE MADE VERY POOR DECISIONS REGARDING THE NEW PROCS AND AIRSPACE CHANGES. TOO MANY ACFT ARE NOW BEING ROUTED INTO AN ALREADY BUSY SECTOR AND FLOW/MGMNT ARE DOING NOTHING TO FLOW THE TFC; RERTE TFC; OR MAKE CHANGES TO A DANGEROUS SITUATION THAT HAS DEVELOPED.
