Narrative:

Had hydraulic problem and was not able to lower flaps; and did not know if I had brakes. Abnormal landing; emergency situation. Landed in displaced threshold in order to use full runway length. End of work day and construction trucks had been removed. Should never use a runway undergoing construction and ATC should caution pilots of displaced threshold. ATIS information is not sufficient under all conditions. No damage.
