Narrative:

Refused aircraft for a deferral that I do not believe should be allowed. Write-up said that captain's nosewheel steering could not be controled by rudder pedals. Operations placard said that first officer must make all takeoffs and lndgs. I was conducting oe with an unqualified first officer; so I refused the aircraft. However; I do not believe this deferral should be allowed even for a fully qualified crew. In the event of a high speed abort the captain would take control of the aircraft in accordance with our SOP; and he would have no way to steer.

Title: A320 CAPT REFUSED ACFT WITH DEFERRAL FOR NOSEWHEEL STEERING NOT AVAILABLE TO CAPT USING RUDDER PEDALS.

Narrative: REFUSED ACFT FOR A DEFERRAL THAT I DO NOT BELIEVE SHOULD BE ALLOWED. WRITE-UP SAID THAT CAPT'S NOSEWHEEL STEERING COULD NOT BE CTLED BY RUDDER PEDALS. OPS PLACARD SAID THAT FO MUST MAKE ALL TKOFS AND LNDGS. I WAS CONDUCTING OE WITH AN UNQUALIFIED FO; SO I REFUSED THE ACFT. HOWEVER; I DO NOT BELIEVE THIS DEFERRAL SHOULD BE ALLOWED EVEN FOR A FULLY QUALIFIED CREW. IN THE EVENT OF A HIGH SPD ABORT THE CAPT WOULD TAKE CTL OF THE ACFT IN ACCORDANCE WITH OUR SOP; AND HE WOULD HAVE NO WAY TO STEER.
