Narrative:

Upon gear retraction; nose gear would not come up-unsafe/red nose gear indication. Lowered gear handle to recycle gear -- all 3 green lights illuminated -- safe gear indication. Attempted to raise handle and it would not raise. Declared an emergency. Leveled at 3000 ft. Ran the 'unable to raise landing gear handle after takeoff' checklist. Nosewheel steering was steerable. Left gear handle down. Completed remainder of the QRH checklist. Returned for an emergency overweight landing at 134000 pounds. Prior to landing; made 1 fly-by down runway 18R at 200 ft AGL for tower to visually inspect no nose gear damage and that the gear was straight. Landed runway 18R. Taxied to gate.
