Narrative:
I released a flight to rctp without etp airports listed on the flight release. Company policy and fom require etp airports on all flts across the nopac. The NOTAMS and WX for the etp airports planned to be used were checked and determined to be suitable. The flight crew missed the error and departed. 1 hour into the flight; the etp airports and information were relayed to the flight crew. This error is somewhat common due to the nonstandard workflow used when a flight requires etp information.
