Narrative:
A departure came off toledo nwbound with an aircraft descending on V11 to dtw. There were 2 aircraft with similar sounding call signs causing problems over lfd by taking each other's clrncs. There was also a tol inbound over lfd that needed to get down and there was WX causing some deviations south of lfd. I misread the one aircraft in the descent. It said 11.5 and I read 15.0 and climbed the departure to 110. 10 seconds later; I saw my mistake and tried to stop the climb. It was just a little late.
