Narrative:

Takeoff from ric on IFR flight plan runway 16 at about XA20. Tower assigned a heading of 140 degrees after takeoff and cleared to 3000 ft. About 4 NM after takeoff; tower advised to fly heading 140 degrees. I responded that I was already heading 140 degrees. They then said to fly 120 degrees; and called traffic at 12 O'clock position and 1.5(?) mi. Within the next few seconds; I saw a TCAS target just right of the nose; very close and 200 ft above me. I was passing 2700 ft climbing with the autoplt engaged. I looked out and saw the piper and then disengaged the autoplt; increased my turn to the left; pushed the nose down; and then received an RA to climb. However; I was already leveling off at about 2800 ft and was clearing the traffic to the east. In the process; I did not reduce the power sufficiently and accelerated up to about 260 KTS before I realized the speed and powered back to idle.

Narrative: TKOF FROM RIC ON IFR FLT PLAN RWY 16 AT ABOUT XA20. TWR ASSIGNED A HDG OF 140 DEGS AFTER TKOF AND CLRED TO 3000 FT. ABOUT 4 NM AFTER TKOF; TWR ADVISED TO FLY HDG 140 DEGS. I RESPONDED THAT I WAS ALREADY HDG 140 DEGS. THEY THEN SAID TO FLY 120 DEGS; AND CALLED TFC AT 12 O'CLOCK POS AND 1.5(?) MI. WITHIN THE NEXT FEW SECONDS; I SAW A TCAS TARGET JUST R OF THE NOSE; VERY CLOSE AND 200 FT ABOVE ME. I WAS PASSING 2700 FT CLBING WITH THE AUTOPLT ENGAGED. I LOOKED OUT AND SAW THE PIPER AND THEN DISENGAGED THE AUTOPLT; INCREASED MY TURN TO THE L; PUSHED THE NOSE DOWN; AND THEN RECEIVED AN RA TO CLB. HOWEVER; I WAS ALREADY LEVELING OFF AT ABOUT 2800 FT AND WAS CLRING THE TFC TO THE E. IN THE PROCESS; I DID NOT REDUCE THE PWR SUFFICIENTLY AND ACCELERATED UP TO ABOUT 260 KTS BEFORE I REALIZED THE SPD AND POWERED BACK TO IDLE.
