Narrative:
During climb; at high altitude; the left start valve light started to flicker. After 1 min; the light came on intermittently. All the engine parameters were normal. We accomplished the memory items and the appropriate QRH procedure; declared an emergency and returned to ZZZ. During the descent the light came on occasionally. We landed overweight; normal touchdown. During taxi; the left engine was shut down; but the light kept coming on and off. Maintenance reported the valve was closed even if the light was on.

Title: AN MD80 FLT CREW EXPERIENCED L ENG START VALVE LIGHT ON IN CLIMB. THEY RAN THE PROCEDURE; DECLARED AN EMERGENCY; AND RETURNED TO THEIR DEP ARPT.
Narrative: DURING CLB; AT HIGH ALT; THE L START VALVE LIGHT STARTED TO FLICKER. AFTER 1 MIN; THE LIGHT CAME ON INTERMITTENTLY. ALL THE ENG PARAMETERS WERE NORMAL. WE ACCOMPLISHED THE MEMORY ITEMS AND THE APPROPRIATE QRH PROC; DECLARED AN EMER AND RETURNED TO ZZZ. DURING THE DSCNT THE LIGHT CAME ON OCCASIONALLY. WE LANDED OVERWT; NORMAL TOUCHDOWN. DURING TAXI; THE L ENG WAS SHUT DOWN; BUT THE LIGHT KEPT COMING ON AND OFF. MAINT RPTED THE VALVE WAS CLOSED EVEN IF THE LIGHT WAS ON.
