During pre-flight planning; discovered skin vent valve deferred inop. MEL 2126-04. Reference items did not mention any requirement for APU/ pack(s) or ground pre-conditioned air need to be operating at all times to provide avionics cooling. Contacted maintenance control and they agreed. Please review MEL and consider adding this requirement.

Title: A319 Captain learns that skin vent valve is inoperative and deferred but the MEL has no requirement to maintain air conditioning for avionics cooling.
