Vectored aircraft at 1500ft; intended to climb to 1600 to avoid 1600 ft MVA. Climbed the aircraft but did not make the proper altitude prior to the 1600 ft MVA. The aircraft was VFR at 1500 and climbing.

Title: A TRACON Controller experienced an operational deviation when failing to insure the aircraft being vectored was at the required altitude prior to entering a higher MVA.
Narrative: Vectored aircraft at 1500ft; intended to climb to 1600 to avoid 1600 FT MVA. Climbed the aircraft but did not make the proper altitude prior to the 1600 FT MVA. The aircraft was VFR at 1500 and climbing.
