Narrative:
Aircraft X had a flight plan in uret (user request evaluation tool). Whenever his flight plan populated my aircraft list (acl); I reviewed his remarks and they stated; 'frc after iow. Atcscc rqd route'. (Frc=full route clearance). I highlighted the acl to remind myself to check his routing after iow. When I got the aircraft on my frequency; I asked them to verify route after iow. They said they had; (.J10..lbf..DVVJ60.dbl....). I was shocked because the NAS flight plan said; (..lnk..hct..fqf..dbl.....) after iow. I issued the route to aircraft X that NAS said they were on and removed the remarks. I had seen remarks of (frc) in two other flight plans this morning. When I asked them to verify their flight plan routes they had been issued what NAS said they were flying. When 'frc' is in the remarks section the first controller to notice them should verify or issue the NAS route. After issuing the route you should delete the 'frc' from the remarks. I know that is in the 7110.65. The scary thing is I have seen planes turn unexpectedly in the past. And when you ask the pilot; the route they have is different from the NAS route. That means some controller deleted the frc assuming the route was issued previously; and that the frc did not get deleted by the controller that should have issued the route.

Title: ZAU Controller reported an aircraft had a different route than that shown in URET and believes many of his colleagues do not properly maintain flight plan data; specifically in reference to full route clearance (FRC).
Narrative: Aircraft X had a flight plan in URET (user request evaluation tool). Whenever his flight plan populated my aircraft list (ACL); I reviewed his remarks and they stated; 'FRC AFTER IOW.
