Narrative:
May/88 while flying to lga we were on a direct clearance to abe at 18000'. The captain was flying the aircraft and the first officer handling the radios. The F/east was listening to ATIS and computing landing data. About 65 mi west of abe we were given a clearance to cross 5 mi west abe at 10000'. The first officer read back this clearance and selected 10000' in the altitude alert. We leveled off at 10000' about 20 mi west of abe. Just as we leveled off (about 17 DME west abe) ny center on 133.5 asked our altitude. We replied 10000'. Center said we were supposed to be at 13000' and now we were to maintain 11000'. We complied with the ATC instructions. Note the milton five arrival shows expect 5 west abe at 13000'. However we were not on the milton 5 arrival, but on a direct abe clearance. Also we were asked for our best forward speed for the last 150 mi.
