Narrative:
While working midnight shift in the tower at roc (alone covering 5 positions) small transport X requested taxi to runway 7. The small transport X had started to taxi via a wrong taxiway (left). Small transport X was instructed to turn left and taxi swbnd along the south ramp. I attended to other duties after seeing small transport X start to make the turn. I then observed small transport X on runway 25 taxiing southwest. An small transport Y on final for runway 7 observed small transport X the same time I did and asked about him. Small transport X was informed he was on an active runway and was instructed to clear. I have been told that my actions may not have been appropriate in this matter as I did not keep small transport X in sight on his taxi (front office personnel). The same management has refused extra controllers to staff tower and TRACON. 2 controllers are handling the entire operation with constantly increasing workloads.

Title: SMT TAXIED ONTO ACTIVE RWY WITHOUT A CLRNC, HAD BEEN TOLD TO TAXI VIA SOUTH RAMP. TWR CTLR WORKING ALL TWR POSITIONS COMBINED DIDN'T SEE THE TRANSGRESSION UNTIL ACFT ON FINAL INQUIRED ABOUT TRAFFIC ON RWY.
Narrative: WHILE WORKING MIDNIGHT SHIFT IN THE TWR AT ROC (ALONE COVERING 5 POSITIONS) SMT X REQUESTED TAXI TO RWY 7. THE SMT X HAD STARTED TO TAXI VIA A WRONG TXWY (L). SMT X WAS INSTRUCTED TO TURN LEFT AND TAXI SWBND ALONG THE S RAMP. I ATTENDED TO OTHER DUTIES AFTER SEEING SMT X START TO MAKE THE TURN. I THEN OBSERVED SMT X ON RWY 25 TAXIING SW. AN SMT Y ON FINAL FOR RWY 7 OBSERVED SMT X THE SAME TIME I DID AND ASKED ABOUT HIM. SMT X WAS INFORMED HE WAS ON AN ACTIVE RWY AND WAS INSTRUCTED TO CLR. I HAVE BEEN TOLD THAT MY ACTIONS MAY NOT HAVE BEEN APPROPRIATE IN THIS MATTER AS I DID NOT KEEP SMT X IN SIGHT ON HIS TAXI (FRONT OFFICE PERSONNEL). THE SAME MGMNT HAS REFUSED EXTRA CTLRS TO STAFF TWR AND TRACON. 2 CTLRS ARE HANDLING THE ENTIRE OPERATION WITH CONSTANTLY INCREASING WORKLOADS.
