Narrative:

While departing from runway 4L at lft; I was about 800 ft into the takeoff roll when I noticed another aircraft [light twin] taxiing from left to right on taxiway B; and approaching the active runway. It became apparent that this aircraft was not stopping at the hold short line; and was about to taxi onto the active runway. By this time; I had reached sufficient flying speed; therefore I lifted the aircraft off; and climbed out just as the [twin] was passing beneath me. I would have been unable to stop without hitting the [twin] had I attempted to abort the takeoff. I estimate that I cleared the [twin] by at least 100 ft. I informed the tower and the departure controller of this runway incursion by the other aircraft.
