Narrative:
While on IMC descent, non radar on W-2 arwy to cdo VOR at santo domingo, dominican republic, we were in a rain shower and given a crossing restriction of 5000' at 13 DME on the 004 degree right (184 course). Just passing 5500' at 15 DME we came totally clear of all rain when from 11:30 position I sighted an aircraft. I had the copilot flying this leg and commanding a slight right turn of 15 degrees. With this change the large transport passed in a parallel course directly off our left wing with little or no vertical sep and approximately 500' estimated latitude sep. I think I heard the call sign of the large transport as xyz, or something similar. It did have dark blue horizontal strips. Since we were in a non radar environment and now VFR with santo domingo airport in sight, I believe I did state to santo domingo control that I had aircraft in sight. He may have noted it and had us go soon after to tower frequency. There was no communication or indication from the large transport to indicate he was aware of a near miss. I broke no regulations that I'm aware of. This form is submitted for filing only to record this instance of a near miss. After talking to several people (local), I'm told the FAA is looking at mdsd airport re: problems of air traffic flow, etc. This seems to be breakdown of control procedures.

Title: NMAC BETWEEN ARRIVING ATX-LTT AND DEPARTING ACR-LGT.
Narrative: WHILE ON IMC DSCNT, NON RADAR ON W-2 ARWY TO CDO VOR AT SANTO DOMINGO, DOMINICAN REPUBLIC, WE WERE IN A RAIN SHOWER AND GIVEN A XING RESTRICTION OF 5000' AT 13 DME ON THE 004 DEG R (184 COURSE).
