Narrative:

We were northbound on vectors, cleared to descend from 8000' to 6000'. Passing 7000', encountered eastbound traffic (single engine retractable gear red/white light small aircraft) above us no more than 500'. We took evasive action by immediately increasing our descent rate. We notified ATC of near miss. Informed that aircraft was not under their control. Callback conversation with reporter revealed following information. Small aircraft was at proper altitude for direction flight and was not in any control areas. Also revealed TRACON was not talking to small aircraft or painting small aircraft on radar even after large transport crew reported small aircraft. No near midair collision filed with FAA but PIC was going to report it to company.
