Narrative:
Filed flight plan sfo san large transport X 9/fri/88, 'sfo. Offshore. Cvo 300093. R25. Lax. CARD12. San/0105. (Offshore means porte departure except intercept pye 151R instead of pye 135R, thence via pye 151R to intercept cvo 300R, thence via cvo 300R to the cvo 30093, then flight plan route.)' end. From clearance delivery sfo we received the following. 'Cleared heading 350 degree for vectors pye 151R, then as filed. Climb to 23000', expect FL370 in 10 min. Departure 135.1. Squawk 6306. Maintain 250K in climb.' after departing sfo on 350 heading and 4 DME sfo passing 2000' having received no call from sfo tower to change to departure, we attempted to contact tower to change. Due to congestion with tower communication, this took a while (10 to 15 second) before we got confirmation from tower to change. On contact with departure, they wanted to know 'where we were.' they had conflicting traffic that they had to vector out of our way. Departure then gave us a turn left and an altitude. Rest of trip was normal. Problem. The center stored leads you to believe a porte departure is part of the clearance. The 350 heading takes you out of porte departure. The clearance to 23000' wants to lead you straight out. Busy tower frequency. Solution. Define this 'offshore' departure with a sep page. Define a point where you could automatically change frequency from tower.

Title: ACR LGT FLT CREW MISSED FREQ CHANGE AND WAS SLOW CONTACTING DEP CTL.
Narrative: FILED FLT PLAN SFO SAN LGT X 9/FRI/88, 'SFO. OFFSHORE. CVO 300093. R25. LAX. CARD12. SAN/0105. (OFFSHORE MEANS PORTE DEP EXCEPT INTERCEPT PYE 151R INSTEAD OF PYE 135R, THENCE VIA PYE 151R TO INTERCEPT CVO 300R, THENCE VIA CVO 300R TO THE CVO 30093, THEN FLT PLAN ROUTE.)' END. FROM CLRNC DELIVERY SFO WE RECEIVED THE FOLLOWING. 'CLRED HDG 350 DEG FOR VECTORS PYE 151R, THEN AS FILED. CLB TO 23000', EXPECT FL370 IN 10 MIN. DEP 135.1. SQUAWK 6306. MAINTAIN 250K IN CLB.' AFTER DEPARTING SFO ON 350 HDG AND 4 DME SFO PASSING 2000' HAVING RECEIVED NO CALL FROM SFO TWR TO CHANGE TO DEP, WE ATTEMPTED TO CONTACT TWR TO CHANGE. DUE TO CONGESTION WITH TWR COM, THIS TOOK A WHILE (10 TO 15 SEC) BEFORE WE GOT CONFIRMATION FROM TWR TO CHANGE. ON CONTACT WITH DEP, THEY WANTED TO KNOW 'WHERE WE WERE.' THEY HAD CONFLICTING TFC THAT THEY HAD TO VECTOR OUT OF OUR WAY. DEP THEN GAVE US A TURN LEFT AND AN ALT. REST OF TRIP WAS NORMAL. PROBLEM. THE CENTER STORED LEADS YOU TO BELIEVE A PORTE DEP IS PART OF THE CLRNC. THE 350 HDG TAKES YOU OUT OF PORTE DEP. THE CLRNC TO 23000' WANTS TO LEAD YOU STRAIGHT OUT. BUSY TWR FREQ. SOLUTION. DEFINE THIS 'OFFSHORE' DEP WITH A SEP PAGE. DEFINE A POINT WHERE YOU COULD AUTOMATICALLY CHANGE FREQ FROM TWR.
