Narrative:
VFR flight in minimum conditions is a very common and necessary operation in southeast ak. While inbound to hns another air taxi aircraft and my aircraft were flying in reduced visibility at the minimum altitudes. Fog in the area was a factor in not seeing the other aircraft until we took evasive measures to avoid collisions. Other aircraft never announced his departure from an uncontrolled airport. This is most important in these conditions.

Title: NMAC BETWEEN ARRIVING ATX-SMA AND DEPARTING ATX-SMA.
Narrative: VFR FLT IN MINIMUM CONDITIONS IS A VERY COMMON AND NECESSARY OPERATION IN SE AK. WHILE INBND TO HNS ANOTHER AIR TAXI ACFT AND MY ACFT WERE FLYING IN REDUCED VIS AT THE MINIMUM ALTS. FOG IN THE AREA WAS A FACTOR IN NOT SEEING THE OTHER ACFT UNTIL WE TOOK EVASIVE MEASURES TO AVOID COLLISIONS. OTHER ACFT NEVER ANNOUNCED HIS DEP FROM AN UNCTLED ARPT. THIS IS MOST IMPORTANT IN THESE CONDITIONS.
