Narrative:
Small aircraft called for clearance off a satellite airport (3a9). Was cleared as filed, maintain 5000', expect 15000' in 10 mins. Aircraft departed, reported airborne. Was instructed to climb to 15000', altitude should have been 10000'. ZTL's airspace begins at 11000'. Approach airspace ends at 10000'. When aircraft left 10000' for 15000', the violation occurred. Should double/triple-check altitudes to be sure proper final altitude is given.

Narrative: SMA CALLED FOR CLRNC OFF A SATELLITE ARPT (3A9). WAS CLRED AS FILED, MAINTAIN 5000', EXPECT 15000' IN 10 MINS. ACFT DEPARTED, RPTED AIRBORNE. WAS INSTRUCTED TO CLB TO 15000', ALT SHOULD HAVE BEEN 10000'. ZTL'S AIRSPACE BEGINS AT 11000'. APCH AIRSPACE ENDS AT 10000'. WHEN ACFT LEFT 10000' FOR 15000', THE VIOLATION OCCURRED. SHOULD DOUBLE/TRIPLE-CHK ALTS TO BE SURE PROPER FINAL ALT IS GIVEN.
