Narrative:

I was working local control 1 and 2 and instructed a C172 to luaw. The pilot read back 'fly runway heading'. I corrected the pilot immediately and instructed him to hold short of the runway which was read back correctly. Recommendation; revert luaw phraseology to tiph. I've had many pilots (both when I'm working and monitoring local control) read back luaw phraseology as a takeoff clearance. When luaw was first implemented; my facility was briefed that the reason for the change was because three foreign air carrier pilots misinterpreted the tiph phraseology. I've had more than three domestic pilots misinterpret luaw this quarter alone. And that's just me personally! If any of these weren't caught; the results would have been catastrophic and the world would have heard about them. When using tiph phraseology; the only incorrect read back I've ever received was 'hold short' which does not pose a safety concern. This needs to be changed.

Title: Tower Controller described a confused LUAW clearance; the pilot misunderstood and required another instruction from ATC; the reporter suggesting a return to the old phraseology of 'taxi into position and hold' as less confusing.
