Narrative:
Widebody transport departed iad jzzo psb and overseas. The computer did not automatic handoff to new york. Eight miles from ZNY boundary I enter widebody transport handoff in computer. Five miles from boundary I tried to call ZNY on handoff line without success. I instructed the manual controller to coordinate with ZNY that an aircraft penetrating their airspace was in a left 360 turn. One miles and a half widebody transport was told to begin a 360 turn to left. The manual controller had difficulty getting ZNY controller to answer the line. In the mean time widebody transport did not understand what had been ask of him. Seven transmissions later widebody transport acknowledged the instruction and started turning to the left. I also stopped the climb at FL190 because I observed traffic at FL200. ZNY finally answered the line and accepted pointout and handoff telling me to have widebody transport continue left turn and proceed direct to psb. Because of that reply, I did not report an airspace penetration to my supervisor, but went on about my work. Over an hour later was I informed that this was going to be processed an an incident because an evaluation that was taking place in ZNY. Lack of widebody transport understanding control instruction was a large factor, also limited space for maneuvering aircraft north of iad airport. Widebody transport was never a factor to another aircraft.

Title: ARTCC CTLR ALLOWED AN ACFT TO PENETRATE ADJACENT ARTCC AIRSPACE WITHOUT A HANDOFF.
Narrative: WDB DEPARTED IAD JZZO PSB AND OVERSEAS. THE COMPUTER DID NOT AUTO HDOF TO NEW YORK. EIGHT MILES FROM ZNY BOUNDARY I ENTER WDB HDOF IN COMPUTER. FIVE MILES FROM BOUNDARY I TRIED TO CALL ZNY ON HDOF LINE WITHOUT SUCCESS. I INSTRUCTED THE MANUAL CTLR TO COORDINATE WITH ZNY THAT AN ACFT PENETRATING THEIR AIRSPACE WAS IN A LEFT 360 TURN. ONE MILES AND A HALF WDB WAS TOLD TO BEGIN A 360 TURN TO LEFT. THE MANUAL CTLR HAD DIFFICULTY GETTING ZNY CTLR TO ANSWER THE LINE. IN THE MEAN TIME WDB DID NOT UNDERSTAND WHAT HAD BEEN ASK OF HIM. LACK OF WDB UNDERSTANDING CONTROL INSTRUCTION WAS A LARGE FACTOR, ALSO LIMITED SPACE FOR MANEUVERING ACFT NORTH OF IAD AIRPORT. WDB WAS NEVER A FACTOR TO ANOTHER ACFT.
