Narrative:
Flight was planned to travel A590 to avoid a typhoon between philippines and taiwan. This flightplan would have taken the flight directly to the eye of the storm. Dispatcher was totally convinced it was the best and safest route as per [the computer flight planning]. It took some hard talk to re-route over china to avoid the typhoon. Dispatcher was reluctant to change the route due to chinese communication /policy difficulties. The flight avoided the typhoon and had a 40 minutes shorter flight time. A. The matter of planning shorter and best route using [this computer] undoubtedly brings serious questions operating safe flights.B. Dispatchers must have the ability to re-route flights over china without the pressure of costs/policy.C. China over-fly is shorter. This matter should be reviewed unless the cost is prohibitive.
