Narrative:
Training was being conducted at the windsor radar position at cle ARTCC. I recognized a problem had developed between medium large transport X and large transport Y. Both aircraft were stopped at 15000' with medium large transport X out of 12000' for 15000'. I reassigned medium large transport X 14000'. At that time I saw large transport Y out of 16300' with small transport Z overhead at 17000' for 19000'. Corrective action was taken at that time. I believe the frequency and twin departure routes going eastbound out of dtw were contributing factors. The frequency 125.6 was on buec which had a delay of one second from the time the microphone is keyed until transmission will carry. The twin departure routes should be changed to one entering the windsor sector from dtw.

Title: CTLR CLIMBED ACR LGT THROUGH ALT OF OVERFLYING SMT, WHILE TRYING TO SEPARATE LGT FROM ACR-MLG.
Narrative: TRAINING WAS BEING CONDUCTED AT THE WINDSOR RADAR POSITION AT CLE ARTCC. I RECOGNIZED A PROBLEM HAD DEVELOPED BTWN MLG X AND LGT Y. BOTH ACFT WERE STOPPED AT 15000' WITH MLG X OUT OF 12000' FOR 15000'. I REASSIGNED MLG X 14000'. AT THAT TIME I SAW LGT Y OUT OF 16300' WITH SMT Z OVERHEAD AT 17000' FOR 19000'. CORRECTIVE ACTION WAS TAKEN AT THAT TIME. I BELIEVE THE FREQ AND TWIN DEP ROUTES GOING EBND OUT OF DTW WERE CONTRIBUTING FACTORS. THE FREQ 125.6 WAS ON BUEC WHICH HAD A DELAY OF ONE SECOND FROM THE TIME THE MIKE IS KEYED UNTIL XMISSION WILL CARRY. THE TWIN DEP ROUTES SHOULD BE CHANGED TO ONE ENTERING THE WINDSOR SECTOR FROM DTW.
