Narrative:
Sfo departing runway 01 oak departing runway 11 right turn to 290 degrees, maintain 2000'. Widebody transport air carrier X was released by the coordinator off sfo heading 030 with medium large transport air carrier Y released off oak runway 11 already released. I had told the coordinator not to release both aircraft at the same time as conflicts happen with those departures on a regular basis. X departed and was slow climbing. Air carrier Y off oak departed and the tower did not accomplish a timely frequency change. I turned X left and told him to expedite through 3000'. The supervisor was standing at the position watching. Air carrier Y told me on initial contact that he did not have his traffic in sight. I informed the supervisor. There was approximately 100' of vertical sep (air carrier X on top) when 3 mi was lost. The supervisor called oak tower and they said Y was maintaining visibility. It was therefore deemed not to be a system's error. I showed the supervisor the requirements for visibility in the 7110.65 but no further action was taken.

Title: LESS THAN STANDARD SEPARATION BETWEEN 2 ACR ACFT.
Narrative: SFO DEPARTING RWY 01 OAK DEPARTING RWY 11 RIGHT TURN TO 290 DEGS, MAINTAIN 2000'. WDB ACR X WAS RELEASED BY THE COORDINATOR OFF SFO HDG 030 WITH MLG ACR Y RELEASED OFF OAK RWY 11 ALREADY RELEASED. I HAD TOLD THE COORDINATOR NOT TO RELEASE BOTH ACFT AT THE SAME TIME AS CONFLICTS HAPPEN WITH THOSE DEPS ON A REGULAR BASIS. X DEPARTED AND WAS SLOW CLBING. ACR Y OFF OAK DEPARTED AND THE TWR DID NOT ACCOMPLISH A TIMELY FREQ CHANGE. I TURNED X LEFT AND TOLD HIM TO EXPEDITE THROUGH 3000'. THE SUPVR WAS STANDING AT THE POS WATCHING. ACR Y TOLD ME ON INITIAL CONTACT THAT HE DID NOT HAVE HIS TFC IN SIGHT. I INFORMED THE SUPVR. THERE WAS APPROX 100' OF VERT SEP (ACR X ON TOP) WHEN 3 MI WAS LOST. THE SUPVR CALLED OAK TWR AND THEY SAID Y WAS MAINTAINING VIS. IT WAS THEREFORE DEEMED NOT TO BE A SYS'S ERROR. I SHOWED THE SUPVR THE REQUIREMENTS FOR VIS IN THE 7110.65 BUT NO FURTHER ACTION WAS TAKEN.
