Narrative:

The memphis VOR (mem) is out of service and will be down for 2 more months. Our routes continue to be filed and we continue to be cleared via arrivals that are based on the mem VOR. Is this legal? Should pilots accept this clearance? Why can't a temporary VOR be used? Also is it legal to use the DME for crossing restrictions when the azimuth portion is in operation? If the VOR is out isn't the DME also considered decommissioned? How could most people get the identify?
