Narrative:

I was approaching on a crosswind entry to runway 27 ramona. An small aircraft Y was on a departure. I had just radioed crosswind when I noticed him approaching from below. I took evasive action and turned downwind. Subject aircraft got on radio accusing me of improper pattern entry, improper radio calls and telling all aircraft to 'get the # of that small aircraft X.' I executed a go around from the approach due to an aircraft stopped on the runway. The small aircraft Y, after following around the pattern yelling on the radio, departed the pattern behind me and flew by my aircraft at about 300'. I took evasive action and returned to land at ramona. I later learned that one of the people in the small aircraft Y was an instrument nearby. I believe emphasis needs to be placed on radio discipline and resolving conflicts on the ground. The actions of this aircraft could very easily have resulted in an accident.

Title: NMAC OCCURRED BETWEEN ARRIVING REPORTER ACFT AND A DEPARTING SMA.

Narrative: I WAS APCHING ON A XWIND ENTRY TO RWY 27 RAMONA. AN SMA Y WAS ON A DEP. I HAD JUST RADIOED XWIND WHEN I NOTICED HIM APCHING FROM BELOW. I TOOK EVASIVE ACTION AND TURNED DOWNWIND. SUBJECT ACFT GOT ON RADIO ACCUSING ME OF IMPROPER PATTERN ENTRY, IMPROPER RADIO CALLS AND TELLING ALL ACFT TO 'GET THE # OF THAT SMA X.' I EXECUTED A GAR FROM THE APCH DUE TO AN ACFT STOPPED ON THE RWY. THE SMA Y, AFTER FOLLOWING AROUND THE PATTERN YELLING ON THE RADIO, DEPARTED THE PATTERN BEHIND ME AND FLEW BY MY ACFT AT ABOUT 300'. I TOOK EVASIVE ACTION AND RETURNED TO LAND AT RAMONA. I LATER LEARNED THAT ONE OF THE PEOPLE IN THE SMA Y WAS AN INSTR NEARBY. I BELIEVE EMPHASIS NEEDS TO BE PLACED ON RADIO DISCIPLINE AND RESOLVING CONFLICTS ON THE GND. THE ACTIONS OF THIS ACFT COULD VERY EASILY HAVE RESULTED IN AN ACCIDENT.
