Narrative:
Fonta intersection is the OM for runway 26L and right ILS approachs to ont. The MSL altitude at fonta is 2800 ft. Fonta is located 1.25 SM outside of ont's airspace. There is no restr for VFR aircraft to fly between the edge of ont's airspace and fonta intersection below 2700 ft MSL. In today's incident the falcon jet was over fonta at 2800 ft. A flight of 3 birddogs off of chino airport transitioned without talking to ont 1/2 mi inside of fonta at 2500 ft MSL. The falcon jet had seen the aircraft, all three, and maneuvered behind them and continued the approach. This area is a midair collision waiting to happen. With continued staffing levels below minimums and more responsibilities on the tower staff. This is quickly becoming a major safety issue.

Title: AN NMAC OCCURRED BTWN AN FA10 ON ILS RWY 26 APCH INTO ONT AND A FLT OF THREE C305 BIRDDOG ACFT NEAR THE OM.
Narrative: FONTA INTXN IS THE OM FOR RWY 26L AND R ILS APCHS TO ONT. THE MSL ALT AT FONTA IS 2800 FT. FONTA IS LOCATED 1.25 SM OUTSIDE OF ONT'S AIRSPACE. THERE IS NO RESTR FOR VFR ACFT TO FLY BTWN THE EDGE OF ONT'S AIRSPACE AND FONTA INTXN BELOW 2700 FT MSL. IN TODAY'S INCIDENT THE FALCON JET WAS OVER FONTA AT 2800 FT. A FLT OF 3 BIRDDOGS OFF OF CHINO ARPT TRANSITIONED WITHOUT TALKING TO ONT 1/2 MI INSIDE OF FONTA AT 2500 FT MSL. THE FALCON JET HAD SEEN THE ACFT, ALL THREE, AND MANEUVERED BEHIND THEM AND CONTINUED THE APCH. THIS AREA IS A MIDAIR COLLISION WAITING TO HAPPEN. WITH CONTINUED STAFFING LEVELS BELOW MINIMUMS AND MORE RESPONSIBILITIES ON THE TWR STAFF. THIS IS QUICKLY BECOMING A MAJOR SAFETY ISSUE.
