Narrative:

At XX45 local time I turned on my communication radios after engine startup. At XX46 I called dodge city traffic and advised that aircraft identification was taxiing for departure. I taxied to runway 2 and taxied into position. I reported that I was departing runway 2 at XX48 local time. As I crossed runway 14-32 I saw a blue and white small aircraft X that had just rotated on runway 14 and after rotation he turned right on climbout to avoid overflying me. After departing the airport, the other aircraft advised that he had reported a downwind for runway 14. The only communication I heard prior to my departure were what sounded like an instructor with a stuck microphone, telling his student to keep the ball in the center. The windsock showed the winds out of the northeast at about 5 KTS, and after my departure, the small aircraft X changed to using runway 2 after an small aircraft Y departed on runway 2 a few minutes behind me.

Title: CLOSE PROX ATX-SMT GA-SMA AT NON TWR ARPT USING CROSSING RWYS. REPORTER MADE TKOF IN FRONT OF ACFT ON TKOF FROM CROSSING RWY.

Narrative: AT XX45 LCL TIME I TURNED ON MY COM RADIOS AFTER ENGINE STARTUP. AT XX46 I CALLED DODGE CITY TFC AND ADVISED THAT ACFT ID WAS TAXIING FOR DEP. I TAXIED TO RWY 2 AND TAXIED INTO POSITION. I REPORTED THAT I WAS DEPARTING RWY 2 AT XX48 LCL TIME. AS I CROSSED RWY 14-32 I SAW A BLUE AND WHITE SMA X THAT HAD JUST ROTATED ON RWY 14 AND AFTER ROTATION HE TURNED RIGHT ON CLIMBOUT TO AVOID OVERFLYING ME. AFTER DEPARTING THE ARPT, THE OTHER ACFT ADVISED THAT HE HAD REPORTED A DOWNWIND FOR RWY 14. THE ONLY COM I HEARD PRIOR TO MY DEP WERE WHAT SOUNDED LIKE AN INSTRUCTOR WITH A STUCK MIKE, TELLING HIS STUDENT TO KEEP THE BALL IN THE CENTER. THE WINDSOCK SHOWED THE WINDS OUT OF THE NE AT ABOUT 5 KTS, AND AFTER MY DEP, THE SMA X CHANGED TO USING RWY 2 AFTER AN SMA Y DEPARTED ON RWY 2 A FEW MINUTES BEHIND ME.
