Narrative:
2 minutes after takeoff, the flight engineer/first officer spotted the aircraft at our 10:30 position, same altitude. Saw a red wingtip light, attempted to level and turn right and he flashed passed and behind. Departure control had given him instructions and failed to monitor if was in the TCA.

Title: CLOSE PROX ACR-WDB UNK SOUTH OF JFK IN TCA.
Narrative: 2 MINUTES AFTER TKOF, THE FE/FO SPOTTED THE ACFT AT OUR 10:30 POSITION, SAME ALT. SAW A RED WINGTIP LIGHT, ATTEMPTED TO LEVEL AND TURN RIGHT AND HE FLASHED PASSED AND BEHIND. DEP CTL HAD GIVEN HIM INSTRUCTIONS AND FAILED TO MONITOR IF WAS IN THE TCA.
