Narrative:
An small aircraft X was told to taxi to runway 16 and hold short of runway 16 outbnd. The aircraft was in close proximity of the runway and unfamiliar with the airport. The aircraft crossed the runway and an small aircraft Y that was on a touch and go had to abort the go. Separation between the 2 aircraft no more than 400-500'. There are no markings at bvy airport to show what is what. No runway signs and no taxiway signs. Also, hold short lines are not in the proper place. This is not the first time this has happened but it is the most serious. The next time it could result in a collision and maybe loss of life all for poor airport markings.
