Narrative:
I had just relieved the day shift in the TRACON and combined all the radar scopes to the h-scope. Mlt X called outside of my airspace. I told him to depart kokohead heading 230 degrees for vector visibility approach runway 8L. I should have told him to expect runway 4R. I issued an altitude assignment of 8000'. There were a total of 13 aircraft on frequency during the time mlt X was on. Later, mlt X was descended to 1500' heading 310 degrees. Approximately 3-4 mi south of the localizer runway 4R, I turned mlt X to a heading of 020 degrees and issued approach clearance to runway 4R ILS. He did not acknowledge and I went on to talk to other aircraft. Mlt X went through the localizer. I issued traffic at 2 O'clock, 5 mi, wbound at 1000' off nax. I then turned mlt X to a heading of 090 degrees. Nax controller said their mlt Y traffic had the mlt X in sight, climbing to 1500'. I told mlt X to climb to 2000'. Mlt X was up to approximately 2300' and he advised me he was going back down to 2000'. He was clear of the traffic and I reissued a 090 degree heading and maintain 1500'. Mlt X appeared to be on a heading of 360 degrees at this time. M232 then requested we mark the tapes. I went on to clear him for the ILS runway 4R and handled the other traffic as well. I later found out that the mlt Y had not told the nax controller that he had the mlt X in sight, however he did continue to climb to 1500'.
