Narrative:
On approach to sfo airport the trailing edge flaps failed to extend beyond 3 degrees (alternate extension system failed, also). An abnormal flap landing was made, without incident. Maintenance found a broken torque tube in the flap drive system (right side) virtually identical to another large transport, owned by the same carrier, that experienced flap drive problems recently. It is possible that there is a common weakness here.

Title: LGT ON DESCENT APCH HAD TRAILING EDGE FLAPS EXTEND ONLY 3 DEGREES CAUSING ABNORMAL FLAP LNDG PROC.
Narrative: ON APCH TO SFO ARPT THE TRAILING EDGE FLAPS FAILED TO EXTEND BEYOND 3 DEGS (ALTERNATE EXTENSION SYSTEM FAILED, ALSO). AN ABNORMAL FLAP LNDG WAS MADE, WITHOUT INCIDENT. MAINT FOUND A BROKEN TORQUE TUBE IN THE FLAP DRIVE SYSTEM (RIGHT SIDE) VIRTUALLY IDENTICAL TO ANOTHER LGT, OWNED BY THE SAME CARRIER, THAT EXPERIENCED FLAP DRIVE PROBLEMS RECENTLY. IT IS POSSIBLE THAT THERE IS A COMMON WEAKNESS HERE.
