Narrative:
Our aircraft deviated from assigned altitude while was descending on an approach. We missed each other by 300', 1/8 mi. The human element has to be taken out of clearance assignment and control to prevent these kind of deviations. The other aircraft misunderstood the clearance they were given. These mistakes will continue to happen with the present system. Callback conversation with reporter revealed the following information. Climbing and approaching aircraft had been cleared to 10000' but the flight crew misunderstood the clearance to be 12000' so went through their assigned altitude and conflicted with us as we were descending to 11000'. Perhaps the new concept of data link to convey clrncs with pictorial presentation of the clearance or even a hard copy will eliminate clearance misunderstandings and eliminate a very real and present hazard to flying.

Title: FLC OF MLG ON DESCENT AND APCH TO DTW HAD CONFLICT WITH SAME COMPANY ACFT DEPARTING AND CLIMBING OUT OF DTW.
Narrative: OUR ACFT DEVIATED FROM ASSIGNED ALT WHILE WAS DSNDING ON AN APCH. WE MISSED EACH OTHER BY 300', 1/8 MI. THE HUMAN ELEMENT HAS TO BE TAKEN OUT OF CLRNC ASSIGNMENT AND CTL TO PREVENT THESE KIND OF DEVS. THE OTHER ACFT MISUNDERSTOOD THE CLRNC THEY WERE GIVEN. THESE MISTAKES WILL CONTINUE TO HAPPEN WITH THE PRESENT SYS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CLBING AND APCHING ACFT HAD BEEN CLRED TO 10000' BUT THE FLT CREW MISUNDERSTOOD THE CLRNC TO BE 12000' SO WENT THROUGH THEIR ASSIGNED ALT AND CONFLICTED WITH US AS WE WERE DSNDING TO 11000'. PERHAPS THE NEW CONCEPT OF DATA LINK TO CONVEY CLRNCS WITH PICTORIAL PRESENTATION OF THE CLRNC OR EVEN A HARD COPY WILL ELIMINATE CLRNC MISUNDERSTANDINGS AND ELIMINATE A VERY REAL AND PRESENT HAZARD TO FLYING.
