Narrative:
I was at 5y1 which was overcast. I called green bay flight service for IFR clearance. I copied the clearance with a release time of xx:25Z. I had told the briefer I needed 15 min to get into the plane. When I got the clearance he had forgotten the transponder code so had to get it. I thought my void time was xx:40Z so I took of at xx:30Z and contacted toronto approach at xx:35 as soon as airborne. It was at that time they told me that my void time was xx:25Z and I had violated another aircraft's airspace. Fortunately it was VFR at 1500' above the airport. I never saw the other airplane. Problem. When I contacted the FSS at xx:00 it took 15-20 min to get my clearance. I copied down the xx:25 as my release time and since I had told him it would take 15 min to get into the air I assumed this was my release time plus 10 mins. It was a clear misunderstanding of the clearance.

Narrative: I WAS AT 5Y1 WHICH WAS OVCST. I CALLED GREEN BAY FLT SVC FOR IFR CLRNC. I COPIED THE CLRNC WITH A RELEASE TIME OF XX:25Z. I HAD TOLD THE BRIEFER I NEEDED 15 MIN TO GET INTO THE PLANE. WHEN I GOT THE CLRNC HE HAD FORGOTTEN THE XPONDER CODE SO HAD TO GET IT. I THOUGHT MY VOID TIME WAS XX:40Z SO I TOOK OF AT XX:30Z AND CONTACTED TORONTO APCH AT XX:35 AS SOON AS AIRBORNE. IT WAS AT THAT TIME THEY TOLD ME THAT MY VOID TIME WAS XX:25Z AND I HAD VIOLATED ANOTHER ACFT'S AIRSPACE. FORTUNATELY IT WAS VFR AT 1500' ABOVE THE ARPT. I NEVER SAW THE OTHER AIRPLANE. PROBLEM. WHEN I CONTACTED THE FSS AT XX:00 IT TOOK 15-20 MIN TO GET MY CLRNC. I COPIED DOWN THE XX:25 AS MY RELEASE TIME AND SINCE I HAD TOLD HIM IT WOULD TAKE 15 MIN TO GET INTO THE AIR I ASSUMED THIS WAS MY RELEASE TIME PLUS 10 MINS. IT WAS A CLR MISUNDERSTANDING OF THE CLRNC.
