Narrative:
On 9/sun/90, I obtained a WX briefing and filed the following flight plan: rno V165 vkm V4 sea V23 pae, 14000'. At approximately XX00 local I received the following clearance from clearance delivery: wash 2, as filed, 14000', 119.2 squawk XX46. The wash 2 is runway 16 localizer outbnd ot the 13 DME, radar vectors. The WX was good VFR. I contacted ground control and was told to taxi to runway 16R. 200' short I switched to tower and was told to cross 16R and hold short 16L. Just as my runup check was complete the tower asked if I was ready to go. I said yes, and was cleared for departure. At the end of the runway the tower gave me a left downwind departure and was told to contact departure control. I contacted departure control and asked him to verify if he showed me as on IFR or VFR clearance. He said he did not show me as IFR, but after checking with clearance delivery he cleared me onto the arwy as filed at 14000'. I was still in good VFR conditions. I intercepted the arwy and the rest of the flight was fairly uneventful. Basically I ended up accepting a VFR departure clearance from rnt tower in VFR conditions and an IFR clearance from departure control in VFR conditions.

I SAID YES, AND WAS CLRED FOR DEP. AT THE END OF THE RWY THE TWR GAVE ME A LEFT DOWNWIND DEP AND WAS TOLD TO CONTACT DEP CTL. I CONTACTED DEP CTL AND ASKED HIM TO VERIFY IF HE SHOWED ME AS ON IFR OR VFR CLRNC. HE SAID HE DID NOT SHOW ME AS IFR, BUT AFTER CHKING WITH CLRNC DELIVERY HE CLRED ME ONTO THE ARWY AS FILED AT 14000'. I WAS STILL IN GOOD VFR CONDITIONS. I INTERCEPTED THE ARWY AND THE REST OF THE FLT WAS FAIRLY UNEVENTFUL. BASICALLY I ENDED UP ACCEPTING A VFR DEP CLRNC FROM RNT TWR IN VFR CONDITIONS AND AN IFR CLRNC FROM DEP CTL IN VFR CONDITIONS.
