Narrative:
After departure from grb the rh outbnd flap failed to fully retract upon selection of 0 degree flaps. Emergency abnormal checklist was referred to and complied with during climb out. Further flap retraction was determined to be impossible. After determining runway lengths and wind conditions at the time, a diversion to mke was elected. An emergency was declared due to reduced control availability and due to the requirement of a 'no flap' landing procedure. The landing was performed per company procedures in accordance with the aircraft flight manual emergency/abnormal procedure west/O incident.

Title: COMMUTER LTT DIVERTED TO MKE ARPT WHEN FLAPS WOULD NOT RETRACT ALL THE WAY AFTER TKOF FROM GRB.
Narrative: AFTER DEP FROM GRB THE RH OUTBND FLAP FAILED TO FULLY RETRACT UPON SELECTION OF 0 DEG FLAPS. EMER ABNORMAL CHKLIST WAS REFERRED TO AND COMPLIED WITH DURING CLBOUT. FURTHER FLAP RETRACTION WAS DETERMINED TO BE IMPOSSIBLE. AFTER DETERMINING RWY LENGTHS AND WIND CONDITIONS AT THE TIME, A DIVERSION TO MKE WAS ELECTED. AN EMER WAS DECLARED DUE TO REDUCED CTL AVAILABILITY AND DUE TO THE REQUIREMENT OF A 'NO FLAP' LNDG PROC. THE LNDG WAS PERFORMED PER COMPANY PROCS IN ACCORDANCE WITH THE ACFT FLT MANUAL EMER/ABNORMAL PROC W/O INCIDENT.
