Narrative:
At approximately XX00 large transport X was instructed to taxi from his gate to runway 27L via taxiway east, U, and aa. Large transport X proceeded outbnd on taxiway east, but failed to turn onto taxiway U. Instead he pulled up to and held short of runway 17/35 on taxiway east which would have taken him to runway 27R. That was notamed closed. At approximately XX10 an medium large transport Y was landing runway 17 when large transport X called me on ground control and asked if he could cross here. Large transport X had all of his taxi lights off. At this time an large transport Z appeared to me to be holding short runway 27R. I looked at this aircraft and answered, 'large transport X affirmative,' thinking that I was talking to the aircraft I was looking at, when in fact I was talking to another aircraft. Moments later large transport X said that an medium large transport Y had just cut him off. At the same time, the medium large transport Y aircraft informed local he had to swerve to avoid an aircraft. At this tie the local controller, controller in charge, and I determined that large transport X was not on the runway and no further actions were taken.

Title: GND CTLR CLEARED AN ACFT TO CROSS AN ACTIVE RWY WHILE ANOTHER ACFT WAS ROLLING OUT FROM A LNDG.
Narrative: AT APPROX XX00 LGT X WAS INSTRUCTED TO TAXI FROM HIS GATE TO RWY 27L VIA TXWY E, U, AND AA. LGT X PROCEEDED OUTBND ON TXWY E, BUT FAILED TO TURN ONTO TXWY U. INSTEAD HE PULLED UP TO AND HELD SHORT OF RWY 17/35 ON TXWY E WHICH WOULD HAVE TAKEN HIM TO RWY 27R. THAT WAS NOTAMED CLOSED. AT APPROX XX10 AN MLG Y WAS LNDG RWY 17 WHEN LGT X CALLED ME ON GND CTL AND ASKED IF HE COULD CROSS HERE. LGT X HAD ALL OF HIS TAXI LIGHTS OFF. AT THIS TIME AN LGT Z APPEARED TO ME TO BE HOLDING SHORT RWY 27R. I LOOKED AT THIS ACFT AND ANSWERED, 'LGT X AFFIRMATIVE,' THINKING THAT I WAS TALKING TO THE ACFT I WAS LOOKING AT, WHEN IN FACT I WAS TALKING TO ANOTHER ACFT. MOMENTS LATER LGT X SAID THAT AN MLG Y HAD JUST CUT HIM OFF. AT THE SAME TIME, THE MLG Y ACFT INFORMED LCL HE HAD TO SWERVE TO AVOID AN ACFT. AT THIS TIE THE LCL CTLR, CIC, AND I DETERMINED THAT LGT X WAS NOT ON THE RWY AND NO FURTHER ACTIONS WERE TAKEN.
