Narrative:
Aircraft departed lex. Transponder was inoperative. I assigned 010 degree heading to aircraft to intercept V97 and on course. Approximately 25 mi north the aircraft primary radar return was lost. When I attempted a handoff to cvg approach the cvg controller saw the aircraft target over darks intersection. Otherwise, non radar coordination was late on my part. Cvg reidented the aircraft and worked it on north.
