Narrative:

Landing lns, IFR flight plan, executing ILS 8 MVFR. At 5 mi out, I called the tower with, '...field in sight.' I was told to report a 3 mi final. When I was 3.9-2.4 NM, I was not able to make a position report to the tower due to other aircraft's radio broadcasts. When I finally got through at 2.4 mi to the tower, I told them I was 2 1/2 mi out for runway 8. The tower cleared me to land, but I was to slow down 'as much as feasible' because of an small aircraft Y that was to land on runway 13, and he was going to go through the runway intxns. In order to comply, I closed the throttle at 1 mi out. While concentrating on the small aircraft Y, runway 8, and my airspeed, I did not notice the small aircraft Z to be cleared into position and hold runway 8. At 100' above the runway, I looked down and saw the small aircraft Z in position on the 200' displaced threshold. Mostly because the throttle was closed to comply with speed restriction, diverted attention and the small aircraft Z was not moving. I elected to land (long landing). I tried to call the tower, but again was unable. I finally got through to the tower after rollout and advised him of the other aircraft. His reply was that, '...we're sorry...right turn contact ground.' recommendations: VFR STAR or published arrival/departure corridors and clear delivery and TRSA or arsa; BRITE scope and 2 local controllers for each runway during peak hours; and approach controller for lns/reading sector only, not share with harrisburg, PA.

Title: ACFT LANDED OVER ANOTHER ACFT HOLDING IN TKOF POSITION.

Narrative: LNDG LNS, IFR FLT PLAN, EXECUTING ILS 8 MVFR. AT 5 MI OUT, I CALLED THE TWR WITH, '...FIELD IN SIGHT.' I WAS TOLD TO RPT A 3 MI FINAL. THE TWR CLRED ME TO LAND, BUT I WAS TO SLOW DOWN 'AS MUCH AS FEASIBLE' BECAUSE OF AN SMA Y THAT WAS TO LAND ON RWY 13, AND HE WAS GOING TO GO THROUGH THE RWY INTXNS. RECOMMENDATIONS: VFR STAR OR PUBLISHED ARR/DEP CORRIDORS AND CLR DELIVERY AND TRSA OR ARSA; BRITE SCOPE AND 2 LCL CTLRS FOR EACH RWY DURING PEAK HRS; AND APCH CTLR FOR LNS/READING SECTOR ONLY, NOT SHARE WITH HARRISBURG, PA.
