Narrative:

Air carrier X an emergency was no approach to ILS 9R. At 5000' air carrier X requested lower altitude immediately on initial contact. I cleared air carrier X for ILS 9R at 4000'. I complied with air carrier X's request due to my knowledge he was an emergency and not being fully aware of his statue. Small aircraft Y off of dupage airport was climbing to 4000' and became a confliction with air carrier X. Traffic was issued to both aircraft. The small aircraft Y reported air carrier X in sight, but not before standard sep was lost. Callback conversation with reporter revealed the following: reporter stated his experience as 3 yrs radar and 8 yrs non radar. Miss distance 9000' horizontal, 600' vertical. The reporter stated he applied visibility sep at 2 3/4 mi, air carrier X emergency was a flap problem.

Narrative: ACR X AN EMER WAS NO APCH TO ILS 9R. AT 5000' ACR X REQUESTED LOWER ALT IMMEDIATELY ON INITIAL CONTACT. I CLRED ACR X FOR ILS 9R AT 4000'. I COMPLIED WITH ACR X'S REQUEST DUE TO MY KNOWLEDGE HE WAS AN EMER AND NOT BEING FULLY AWARE OF HIS STATUE. SMA Y OFF OF DUPAGE ARPT WAS CLBING TO 4000' AND BECAME A CONFLICTION WITH ACR X. TFC WAS ISSUED TO BOTH ACFT. THE SMA Y RPTED ACR X IN SIGHT, BUT NOT BEFORE STANDARD SEP WAS LOST. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED HIS EXPERIENCE AS 3 YRS RADAR AND 8 YRS NON RADAR. MISS DISTANCE 9000' HORIZ, 600' VERT.
