Narrative:
I assumed the duties of radar handoff-1 at the baton rouge radar approach control facility. Upon assuming my duties the radar controller, as an aside, advised me that aex 'lost an IFR' aircraft due to transit our airspace at 9000 ft. While sitting at the radar south position, I observed a data block approximately 30 NM inside our airspace, call sign small aircraft X beacon code XXXX; that had not been handed off to us. (5 NM northeast wrack intersection). I then called aex approach and asked call sign of lost aircraft; was told 'small aircraft X'. I then asked if they found him? Aex replied that he was '22 NM northeast fisty intersection' (approximately 20 NM northwest of our airspace). I then asked aex what code was small aircraft X squawking? Told transponder was intermittent. I then asked what was the assigned beacon code, was told code XXXX. I then told aex of the position of small aircraft X and requested that they put him on our frequency. Identification of small aircraft X confirmed by radar controller and he advised me that there were at least 3 aircraft that he drove through 9000 ft in that vicinity. We were extremely short staffed this morning (as short staffed as management will admit). One full performance level controller was on a 'fam' trip and there was no supervisor on duty.

Narrative: I ASSUMED THE DUTIES OF RADAR HDOF-1 AT THE BATON ROUGE RADAR APCH CTL FAC. I THEN ASKED AEX WHAT CODE WAS SMA X SQUAWKING? TOLD XPONDER WAS INTERMITTENT. I THEN ASKED WHAT WAS THE ASSIGNED BEACON CODE, WAS TOLD CODE XXXX. I THEN TOLD AEX OF THE POS OF SMA X AND REQUESTED THAT THEY PUT HIM ON OUR FREQ. ID OF SMA X CONFIRMED BY RADAR CTLR AND HE ADVISED ME THAT THERE WERE AT LEAST 3 ACFT THAT HE DROVE THROUGH 9000 FT IN THAT VICINITY. WE WERE EXTREMELY SHORT STAFFED THIS MORNING (AS SHORT STAFFED AS MGMNT WILL ADMIT). ONE FULL PERFORMANCE LEVEL CTLR WAS ON A 'FAM' TRIP AND THERE WAS NO SUPVR ON DUTY.
