Narrative:
The activities on sat were an open house at the control tower with visitors, in conjunction with springfield's annual firefall activities. I was briefed earlier in the day while working approach control, about a flight of 2 fgts coming VFR to sgf to make a low approach to runway 20 then turn to the east cross the final approach to runway 32 proceed east 5 mi then teardrop back to the right into final for runway 32. Prior to the intersection of runways 20 and 32 the fgts at taxiway north were to pull up and climb out VFR. All this was supposed to be done at an altitude of 1000 AGL. An small aircraft Y was providing rides to visitors at the airport all day. The 2 fgts made a low approach to runway 20. I instructed small aircraft Y to taxi into position and hold (wake turbulence delay). I heard him say he would wave it. I observed the 2 fgts turn east. I then cleared the small aircraft Y for takeoff. What happened, I'm told, is the 2 fgts turned right back into runway 32. All this was done within 2 mi from the airport. The backgnd noise (8-10) visitors in cabin attendant alerted me to look again. I observed the 2 fgts on short final for runway 32 with the small aircraft Y airborne and near the intersection. I coordinated with approach to inform them of the small aircraft Y position, but the frequency and landlines were congested. The 2 fgts pulled up prior to the intersection, however, they were approximately 50-100 ft above the ground, not the 1000 ft and missed the small aircraft Y which appeared to have crossed the intersection. Factors contributing: 1) 2 fgts not on my frequency, working approach. 2) improper briefing as to what will happen. 3) excessive speed, 2 fgts doing 400 KTS in air traffic area. 4) no waivers for this. 5) too many distractions, 8-10 visitors, much noise. 6) frequency and radar problems all day, speakers were on loudspeaker mode. These, I believe were the situations to make this occur. Suggestions to prevent a recurrence: 1) keep all aircraft on my frequency. 2) make certain aircraft know exactly what is to be done. 3) NOTAM, closure of the airport for these type maneuvers. 4) limit amount of visitors in tower cabin attendant, although we have a 5 maximum limit this was not adhered to.
