Narrative:
Approach control cleared us to 5000 ft MSL and 150 degree heading on approach to 23R. Next call was slow to 160 KTS from 210 KTS assigned. Next call was descend quickly to 3000 ft right turn to 230 degree to 'intercept 23R.' at this time we dropped landing gear to descend faster and turned right to 270 degree because localizer was off to the right (230 degree would not intercept). Approach control wanted telecon when we landed. Said there was conflict with 23L and we did not respond to a turn to 200 degree which we never received.

Narrative: APCH CTL CLRED US TO 5000 FT MSL AND 150 DEG HDG ON APCH TO 23R. NEXT CALL WAS SLOW TO 160 KTS FROM 210 KTS ASSIGNED. NEXT CALL WAS DSND QUICKLY TO 3000 FT R TURN TO 230 DEG TO 'INTERCEPT 23R.' AT THIS TIME WE DROPPED LNDG GEAR TO DSND FASTER AND TURNED R TO 270 DEG BECAUSE LOC WAS OFF TO THE R (230 DEG WOULD NOT INTERCEPT). APCH CTL WANTED TELECON WHEN WE LANDED.
