Narrative:
Fgt X on vectors toffo for an ILS 5L. WX deteriorating as rain and lowering ceilings approached from the southwest. Aircraft level at 3000 heading 090 to intercept localizer. Met unobserved (on radar) small aircraft Y at 3000 skirting dayton arsa. No transponder. Fgt X dove to avoid collision then reported near midair collision 'with red/white small aircraft Y.' small aircraft Y was intermittently observed on radar after incident. Landing area not observed because of lack of consistent radar target.

MET UNOBSERVED (ON RADAR) SMA Y AT 3000 SKIRTING DAYTON ARSA. NO TRANSPONDER. FGT X DOVE TO AVOID COLLISION THEN RPTED NMAC 'WITH RED/WHITE SMA Y.'
