Narrative:
I was working aiken hi radar. My altitudes in my control were FL240-FL310. Cpr X contacted me on 127.87, level at FL330. I had not received a handoff on cpr Y, but was expecting the aircraft because of the information I held on the aircraft's flight strips. Cpr X was flying IFR between ashville, nc, and hilton head, sc. Since FL330 was not in my airspace, I questioned the controller who 'owned' that airspace to confirm who or where the aircraft was. He said he did not know. I radar idented cpr X, 3-5 mi inside of that controller's airspace. I then suspected that an airspace deviation had occurred and call the supervisor over to report. When the other controller heard this, he then 'remembered' receiving a point- out from atlanta center. I subsequently told the supervisor that there was no problem and I worked the aircraft through my airspace. I suspect that atlanta center forgot to handoff cpr X to jax center. When the other controller heard that it was being reported, he lied to cover-up atlanta center's airspace deviation.

Title: CPR X POSSIBLE UNAUTHORIZED UNCOORD PENETRATION OF AIRSPACE.
Narrative: I WAS WORKING AIKEN HI RADAR. MY ALTS IN MY CTL WERE FL240-FL310. CPR X CONTACTED ME ON 127.87, LEVEL AT FL330. I HAD NOT RECEIVED A HDOF ON CPR Y, BUT WAS EXPECTING THE ACFT BECAUSE OF THE INFO I HELD ON THE ACFT'S FLT STRIPS. CPR X WAS FLYING IFR BTWN ASHVILLE, NC, AND HILTON HEAD, SC. SINCE FL330 WAS NOT IN MY AIRSPACE, I QUESTIONED THE CTLR WHO 'OWNED' THAT AIRSPACE TO CONFIRM WHO OR WHERE THE ACFT WAS. HE SAID HE DID NOT KNOW. I RADAR IDENTED CPR X, 3-5 MI INSIDE OF THAT CTLR'S AIRSPACE. I THEN SUSPECTED THAT AN AIRSPACE DEV HAD OCCURRED AND CALL THE SUPVR OVER TO RPT. WHEN THE OTHER CTLR HEARD THIS, HE THEN 'REMEMBERED' RECEIVING A POINT- OUT FROM ATLANTA CTR. I SUBSEQUENTLY TOLD THE SUPVR THAT THERE WAS NO PROBLEM AND I WORKED THE ACFT THROUGH MY AIRSPACE. I SUSPECT THAT ATLANTA CTR FORGOT TO HDOF CPR X TO JAX CTR. WHEN THE OTHER CTLR HEARD THAT IT WAS BEING RPTED, HE LIED TO COVER-UP ATLANTA CTR'S AIRSPACE DEV.
