Narrative:
At approximately XX30 pm EDT, the plane was on final approach for runway 36 at evansville airport. Distance to runway was approximately 3/4 mi at 800 ft MSL. The carburetor heat just been pulled on. The engine RPM went from approximately 1800 RPM to 0 RPM with little or no warning. There was a field directly below so the plane was turned 90 degree and landed in the field. The rolling distance available was short, approximately 300 ft. The plane rolled into a ditch at the side of a road. The plane then bounced out of the ditch and over the road. The plane stopped 5 ft beyond roadside. Supplemental information from acn 213323. I am the student's instructor. I signed off his logbook and medical certificate. Prior to my arrival he had done the preflight. This was his 19TH preflight and I had no reason to doubt his completeness. He had ordered fuel which was never put in the plane. Cause of situation was loss of fuel.
