Narrative:
Air carrier X landing (cleared to land) runway 13 lga. Air carrier Y cleared for takeoff runway 4. I said 'this is close.' touchdown zone at the runway intersection. Air carrier Y rotates just prior to intersection and does fly-by. I'm in the flare and receive wake turbulence and jet blast from air carrier Y. The controller should not have cleared air carrier Y for takeoff when I'm that close to touchdown.
